This creates a critical strategic tension: high-value defensive assets face an increasingly pervasive, economically advantageous offensive capability.
The current arms race heavily favors offensive drone proliferation. Traditional military advantages will erode further unless a fundamental shift in defense strategy occurs.
The Drone Deluge: Overwhelming Conventional Defenses

Ukrainian forces have also demonstrated success in downing enemy drones, with 194 units confirming kills of Shahed drones, as reported by Understanding War. However, while individual intercepts are possible, the strategic challenge remains. C-UAS efforts often prove reactive, struggling to keep pace with the rapid evolution and sheer volume of offensive drone capabilities. This dynamic fuels an arms race where offense currently dominates.
The Asymmetric Advantage of Mass Production and AI
The scale of drone production targets highlights a significant asymmetric advantage. Ukraine aims to produce around ten million drones annually, according to the Atlantic Council. The sheer volume of drone production indicates that even sophisticated C-UAS systems procured by NATO will be economically unfeasible or tactically overwhelmed, turning defense into a war of attrition against an endless supply of cheap, disposable weapons.
Furthermore, over two hundred Ukrainian companies are currently working on AI-related drone technology, also reported by the Atlantic Council. This widespread integration of AI means future drone warfare will involve not just quantity, but also enhanced autonomy and swarm intelligence. Such advancements amplify the threat beyond simple FPV attacks, rendering traditional defenses even more obsolete. The industrial-scale production and rapid, decentralized innovation in drone technology create an asymmetric advantage, making it incredibly difficult for traditional, slower procurement cycles to compete.
Strategic Blind Spots: Investing in the Past While the Future Arrives
Despite the growing threat from low-cost drones, NATO continues significant investments in high-value traditional air power. NATO announced the delivery of the 10th Airbus A330 MRTT aircraft to the Multinational Multi-Role Tanker Transport Fleet, as stated by NATO. Additionally, Northrop Grumman Triton uncrewed aircraft will be procured to enhance NATO’s maritime surveillance, and Saab GlobalEye aircraft will be jointly procured to modernize NATO’s airborne early warning and control capabilities, also according to NATO. Procurements of high-value traditional air power, while enhancing high-end capabilities, represent a continued focus on conventional air superiority that may not directly address the immediate, pervasive threat posed by mass-produced, low-cost drones.
The continued investment in expensive, high-value traditional platforms and surveillance assets by NATO, while necessary for certain roles, risks a critical disconnect with the immediate, low-cost drone threat. This approach could leave conventional assets significantly vulnerable in future conflicts, especially as the cost-effectiveness of offensive drones continues to increase.
By late 2026, the strategic imperative for NATO will likely involve a fundamental re-evaluation of its defense procurement, moving beyond incremental C-UAS improvements to embrace agile, high-volume production capabilities akin to those demonstrated by Ukraine's ten million annual drone target.
